Recycling in Thomas County was initiated by the Thomas County Conservation District and the Resource Conservation and Development in 1995 with the vision of creating a regional program.

After receiving grant funds from the Kansas Department of Health and Environment (KDHE), Bureau of Waste Management, Thomas County 's recycling program began expanding toward the goal of becoming the recycling hub of northwest Kansas.

In March 2002, area communities met to discuss the possibility of combined efforts regarding recycling. During this meeting the needs of the individual communities were recognized and the fact that those needs could be met through cooperative efforts. The decision was made to cooperatively submit a regional grant proposal to KDHE and secure equipment funding for new and established facilities. After receiving the grant award in July 2002, the work began on the formation of the regional organization. This organization, the Northwest Kansas Regional Recycling Organization, was formally approved on September 3, 2003, by the State Attorney General.
