The caption reads: This picture was taken when the St. Francis City Park was first completed, and pictures Mr. A. A. Gillispie at the left, who was Mayor at the time, and at the right, Mr. Howard Sawhill, the designer of the park, and who did much of the actual work on the fountain, memorial flag, etc. This week the community honors the late Mr. Sawhill by officially naming the park the Howard T. Sawhill Park -- a fitting tribute.
